This problem, going on for 2 weeks now, is making me crazy. Well OK, a lil' more crazy than I already am. Anyway, under the icon for Software Updates on the sidebar of my screen, not to be confused with the Software Updater, there have been two updates waiting to be installed. One OS update & one for the Software Updater. Every time I've taken the steps to download the updates I get an "Updates Not Found" notice. Which has happened a few times in the past but somehow it's corrected itself after awhile & under Updates it showed that my software was update. Now this a.m. it's showing yet another available update for Updates & Software. So now there's 3 updates sitting there that won't update. So just awhile ago I resorted to opening the Terminal & executing sudo commands to update apts. "sudo apt update" then "apt list --upgradable" which the shows the exact same 3 updates by package name. Then I used "sudo apt upgrade" to install those. No go due to "packages held back" Now I'm well aware that packages are held back when there's a problem with those being held back 'cause of outdated repositories. And there's nothing I can do on my end to correct that. That's up to Ubuntu on their end. One is advised to be patient, do nothing & wait for the corrections. But after 2 weeks & 3 stagnant upgrades I'm about out of patience.

Finally! Just now I found the updates that were not able to be updated in Software Updates waiting for me in the Software Updater. Those being an OS update & one for the Software Updater.
Just a few kilobytes of content & about a minute of time & all was well. With Software Updates now showing Up To Date. Rather than the 'packages not found' that had been showing for 3 weeks.
That's how it usually works: when updates can't be installed with one updater they eventually appear in the other one & can be installed. I just haven't ever seen that take this long before.
I think the original problem was that the Python 3 package was held back until the latest version for Ubuntu was made available behind the scenes.
